I have an IRS state tax lien. and some other small civil judgements?

First, learn how to act right. You don’t end up owing the IRS, having several court judgements against you, and loose your license without doing quite a bit of irresponsible behavior.
Secondly, take the bus to any job that doesn’t require you to drive. Walmart, and fast food resturants for example, have a high turn-over rate, and will take about anyone.

IRS doesn’t do state tax liens they are different things. Usually if people have one you have both.
I have driven for my work for many years and they don’t take your license away for driving for work no matter how much you drive. You have to do something wrong, and do it over and over again, or something once that is really bad. you are then given a chance to beg for a permit to drive for work.
Sounds like a mix of bad decisions / bad luck.
Contact the local DMV to see about the DL.
Nobody will help you for free, unless you are popping out kids willy nilly, then there are some agencies that may help with the DL.
I’m guessing that the judge wouldn’t let you have a permit to drive after he revoked your DL b/c he either:
Didn’t think you were credible about needing it to work.
Was fed up with you.
You had too many repeat offenses.
You had one offense, but it was bad.
Your attorney was lousy.
You didn’t have an attorney.
The judge just doesn’t let self employed people have permits.
The judge didn’t get his crack fix that morning.
OR
Two or more of the above.
In most situations, you’ll have to hire an attorney to file for a hardship permit. They are cheap and plentiful.
Judgments expire after so many years, unless renewed. Better to pay them and be done with it if they are small. If you don’t work, don’t have a DL, and are headed towards or in homelessness, you may be able to cut a deal on the judgments.
If you got the judgments b/c you had no insurance and got in a wreck you gotta pay up, period.
